The proposed Menards Retail
Development. The exact location of the
sanitary sewer has yet to be determined.
Menards is exploring either running it along old Route 53 or possibly
Old Hicks Road within the existing pubic right-of-way to limit impact on
adjoining properties. The latter option
may be preferred by all because; (1) there would be no need to obtain easements
from private property owners or permission from IDOT within its right-of
way. A required easement from the
Village would have to be negotiated; (2) The Old Hicks Road alignment would be
closer to residential properties that may need future sewer hook ups; (3) Old
Hicks Road would bring the sewer through the nine-acre parcel and would provide
service to it; (4) the Village would get a freshly paved road. Menards is reviewing the engineering and will
get back to the Village.
November 2004 – February 1, 2005. Having considered the Menard’s application
during the course of four (4) meetings (November 2, 2004; December 7, 2004;
January 4, 2005 and February 1, 2005) the Plan Commission conditionally
recommended approval of the request for approval of the following: (1) Zoning Code Text Amendment to create the
Highway Retail “HR” Zoning District; (2) Zoning Map Amendment to rezone the
subject parcel as HR; (3) Special Use for a PUD and (4) Preliminary Subdivision
Plat.
April 12, 2005 Board Meeting Minutes. Continued Public Hearing For and Consideration of a Resolution Approving an Annexation and Development Agreement between the Village of Long Grove, Lake Cook, L.L.C., and Menard Inc., for the Property Located at the Northeast Corner of Lake-Cook Road and Old Route 53. President Dean explained that issues related to permit fees, sewer location and other items were resolved but not put into writing yet. President Dean promised the board that they will receive a packet of materials late next week to review. Trustee Klein moved to continue the public hearing on the annexation of the Menard’s property, seconded by Trustee Barry. All ayes. No nays. Trustee Weisberg absent. Motion carried.
April 26, 2005 Board Meeting Minutes. Continued Public Hearing For and Consideration of an Ordinance Approving and Authorizing the Execution of an Annexation and Development Agreement with Lake Cook, L.L.C. and Menard Inc. and the Exercise of an Option to Purchase Approximately 9.34 Acres (The Property Located at the Northeast Corner of Lake-Cook Road and Old Route 53) (Ord. #2005-O-08). President Dean asked for additional comments from the public. Hearing none, Trustee Barry moved to close the public hearing for the annexation and development agreement with Menard’s, seconded by Trustee Lazakis. All ayes. No nays. Motion carried.
The board discussed the Menard’s
agreement. President Dean reported that
the sewer line would run along Checker Road and up Schaeffer Road.

the execution of an annexation and development agreement with

of Lake-Cook Road and Old Route 53 (Menard’s)
(Ord. #2005-O-12). Trustee Barry commended the Plan Commission
for their hard work. Trustee Lazakis
moved to approve Ordinance 2005-O-12, an ordinance granting a special use
permit for a planned unit development and approving a preliminary planned unit
development plat for the property located at the northeast corner of Illinois
Route 53 and
Ordinance 2005-0-12. An

What’s Happening With The New Menard’s Store.
We expect that the last
of the approvals will come this summer.
Soon afterward, Menard’s will begin the installation of a sanitary sewer
under
Road
Rejuvination. The work will be
coordinated with Menard’s repaving of Schaeffer and
Ordinance 2006-0-34. An Ordinance Approving
Final PUD Plans For Menards states:
Proposed Off-Site Sanitary Improvements Plan,
prepared by Manhard Consulting, Ltd., consisting of 20 sheets, and last revised
on February 7, 2006, now updated to September 29, 2006;
all
attached to this Ordinance as Exhibit B and by this reference incorporated
herein and made a part hereof (collectively, the “Final PUD Plans”);
